All three are archival standards. PDF/A-1b is the oldest and most restrictive (no transparency, no JPEG2000). PDF/A-2b relaxes those limits and is the common choice today. PDF/A-3b additionally allows arbitrary embedded attachments — used for invoices like ZUGFeRD/Factur-X.
